Today's a great day...it's time for a new Cupcake Inspiration Challenge!! We have a gorgeous color inspiration for you this week.
My card was created with several Stampin Up stamps. The "confetti dots" are gold heat embossed. Some of the powder clung to the words, but I kind of liked it :) After using Copics to color the flowers, I fussy cut the image and placed it to the card with pop up dots.

I agree with you, I love the little sprinkle of emboss powder on the sentiment, happy accident! And I love, love, love how you used the newspaper around the bouquet of tulips, so cute!
